Quality management in eco-industrial parks: principles and approaches

Abstract

Purpose. The main objective of the presented research is to evaluate the potential advantages and opportunities for the implementation of general methodological principles and approaches of the concept of quality management in the organisation of activities of eco-industrial parks in Ukraine.

Results. Based on a thorough analysis of scientific sources on the subject of the study, a categorical generalisation of the definitions of “eco-industrial park”, “industrial symbiosis” and “quality management in eco-industrial parks” is presented. The main stages in the development and establishment of eco-industrial parks and the place of quality management in each stage are identified. Replication (copying) and reproduction of already functioning eco-industrial parks in new locations are considered as the main strategies for the development and construction of eco-industrial parks. The nature and role of public actors in the support and development of eco-industrial parks, especially within the boundaries of neo-urban ecosystems, are revealed. It is emphasised that the environmentally-oriented management of the activities of eco-industrial parks within neo-urban ecosystems is primarily aimed at achieving the objectives of sustainable development, in particular the sustainable cities and communities, responsible consumption and production, and partnership for the goals. Based on the theoretical generalisation, it was found that the basis of the concepts of circular economy and quality management is a systemic approach, which is why a flexible, horizontal organisational design can contribute to the internalisation of circular practices in the activities of eco-industrial parks in a more appropriate way. Suggestions for further improvement of eco-industrial activities in Ukraine have been made, in particular, based on implementing quality management systems and industrial certification according to ISO standards.

Scientific novelty. The possibility of introducing quality management principles and approaches into the activities of eco-industrial parks was considered and substantiated for the first time. Practical recommendations for the implementation of quality management principles in the main production processes of eco-industrial parks in the process of value creation were developed. These recommendations can be used in the future both in theoretical research and in practical implementation. As a possible catalyst for the “green” transformation of production processes based on the circular economy, the usefulness of introducing quality management systems into the activities of eco-industrial parks has been demonstrated.

Practical value. The results of the present study can be of interest to the management of eco-industrial parks in Ukraine and can be used as an applied set of tools for the implementation of quality management systems in the activity of eco-industrial parks. Moreover, the obtained results can become the basis for further certification of eco-industrial parks according to international ISO standards. Some of the results of the research can be used by the state authorities to justify further legislative changes related to regulating the activities of eco-industrial parks, in particular the Law of Ukraine “On Industrial Parks”.
